I don’t actually believe this. The app does exist and voice chat is supported for select games. They know that some experiences greatly benefit from it, and in a world where family and friends are all so well connected regardless of the distance, needing to get on a zoom call to play Switch together is archaic.
I choose to believe they’re just waiting until next generation to introduce change.
3DS had a messaging app and it was shut down 2 years later:It's possible that the infrastructure was not yet ready since Nintendo had just transitioned their online store to a more modern and scalable approach.

On October 31, Nintendo suddenly announced it was ending its SwapNote service for the 3DS. Nintendo said Swapnote had been "actively misused" to transmit "offensive material" among system users, including minors. Now we know how offensive and unsettling some of that material was.

The mobile app and simply allowing 3rd party games like Fortnite to implement is Nintendo way to wash their hands. If the parent gives the minor a smartphone or it happens in a 3rd party game, thats on them.
That's not to say they can change their mind or the people in conmand changes, but it was a choice. Just like the web browser being inaccessible to avoid being hacked.
