Personally I think a doubling of the OS' usage of RAM is likely, 1-1.5GB, leaving 10-11GB available for games. This leaves space for better video captures, voice chat if they like (which doesn't need 2GB of RAM, the damn DS could do it while also running a game.), improved applets, themes, and stuff like that.
Doubling the OS' RAM available has advantages, but even 1.5GB going to the OS will mean NG Switch dedicates a lower proportion of its RAM to the OS compared to Nintendo Switch. I don't think we should be too worried.

GOW 2018 isn't bloated at all, Ragnarok may be but not 2018. There's story content on almost every hour and sometimes pretty major at that, it's a 15 hours long game at worse. That's just how things are with AAA development these days (especially with open worlds), the content must be large and of very high quality through the game, nobody is going to pay $70 for something that can be finished in a weekend... And we've surpassed those two games already in more ways than one, so I'm sure the base fidelity to use will be PS5-ish.
