Yep, those are bags.

The standard toppings are chicken, mozzarella, onions, mushrooms, red peppers, and tar-tar sauce. With more Dim Sum packets baked directly in the crust.
Those full-sized bags on the edges contain fish and shrimp.

If it makes you feel any better, the US at least got a Pizza with hot dogs placed on the edges. :/
