So is Star Fox 2 still generally agreed to be the Nintendo game that took the longest to get released?

I'd certainly say so. Began development in late 1993, completed in mid-1995, but not released publicly until September 2017. Only things that really beat that are regional releases, like the US release of Earthbound Beginnings.

Steel Diver, I’m pretty sure it was playable at the DS’s first E3 and it was then released in the 3DS’s launch window.

I have strong memories of seeing it in Nintendo Power referenced as GameCube title alongside Super Paper Mario, I might attempt to dig that up myself to check
