In the 80s many superstar game developers came from fields other than video games. Miyamoto was an industrial designer, Yuji Horii studied literature, Shigesato Itoi did voice acting and wrote short stories... At some point the industry started to get filled with people that had very little expertise outside video games, a cause of this being that development became more demanding and expensive, so only specialists could compete.
Despite the rising costs of development, many outsiders became interested in making video games with the advent of CD-ROM, which shrank the gap between games and other established art forms like music and film. Around this time, a lot of big names were interested in making their own video game from Hayao Miyazaki to David Lynch, however many of these ideas/projects never came to fruition. In the end we got stuff like Osamu Sato's LSD: Dream Emulator or Pen and Teller's Smoke and Mirrors (the latter was never released officially, but the whole game leaked in 2005), both of which remain unique experiences to this day. There's also Spielberg's involvement in the Medal of Honor games which, if I'm not mistaken, was a pretty big deal back then.
After the CD-ROM hype there is not much else to see. In the AAA scene you have stuff like Del Toro and the cancelled Silent Hill, or GRRM and Elden Ring. On the other hand you have a group of smaller games with a varied degree of success, Lollipop Chainsaw (James Gunn), the South Park games, Them's Fightin' Herds (Lauren Faust), just to name a few. I personally hope that indie and 'small' games gaining popularity, plus engines like Unity becoming easier to use, will result in many outsiders giving game dev another chance.
With all that being said, what are some outsiders that you want to see making a video game? I'm not talking about Obama doing narration or something like that, but rather about an outsider providing their insight for the entirety of a video game. Some of my personal wants include:

- Donald Glover. He is multi-talented and can probably make a good video game
- Jhonen Vazquez (Invader Zim), his style of comedy can translate well into anything
- Lady Gaga
- Wes Anderson
- Damien Chazelle rhythm game
- The Wachowski sisters. Everything they had made is good and they wouldn't feel out of character making a video game
- Robert Rodriguez, same as above
