Given that Sky Garden and Shroom Ridge were likely designed with the BCP in mind to at least some degree, I don’t really agree with that line of thinking. A lot of the early Tour retros aren’t in the BCP, there’s been a pretty big focus on more recent ones.Wow, both SNES BC3 and GBA BC4 look incredible. From the visuals to the elevation to the split paths, it's obvious that a lot of effort was put into both of these remakes. Both tracks look like they were designed for MK8D. I'm excited to play BC3 in the BCP, and I hope BC4 somehow comes as well. I don't see why they would have put so much effort into it just to leave it rotting in Tour...
Honestly, it's starting to feel like they purposely "used up" some of the lower quality remakes early (Toad Circuit, Sky Garden, Shroom Ridge, Mario Circuit 3, Rock Rock Mountain) in order to save some obvious fan favorites for a second Booster Course Pass.
I’d be very surprised if we have to wait that long. The wait between each Wave has only gotten shorter over time, I dunno why they’d go from a 3 month wait to a 5 month wait. Given that there’s absolutely nothing planned for June, that feels like the sweet spot. According to datamine on Tour, we'll have a good chance to get MobDK or MobBR on Tour on July 26. So, given that a new wave should come in July or August, if there's actually a nitro coming to Tour on July 26, then we'll likely see that course debut in the BCP a few days prior to its release in Tour, like it happened with Sky High Sundae and Yoshi's Island. They can play on the "new content" aspect again this way, by adding a nitro track in the BCP first.
If mobDK is a Donkey Kong track (which is not guaranteed at all), I think it will be it because we might have rather Daisy Cruiser for the summer as the GCN track, so it will avoid having both a DK nitro track + Jungle Dino Dino/Mountain DK in wave 6.
If mobDK is not a Donkey Kong track, the mobBR track could be quite refreshing for the summer.

I dunno why we should immediately assume they want a repeat schedule. I'm not talking about a simultaneous release but a bit earlier on the BCP than on Tour, like Yoshi's Island (almost a month before) and Sky High Sundae (about a week before).
I can imagine the same thing : the wave releasing with an exclusive new track, which arrives one or two weeks before the release of the track on Tour, on July 26th. They like to put the marketing emphasis on content intended for Tour as "exclusive", so I think it makes sense.

June 14th - Mario Bros. / Mario Vs Luigi Tour: All of the existing Mario Circuits, plus Luigi Raceway, got updates alongside the Mario Raceway gap and the big GBA gap. This one would likely be where Luigi Circuit goes.
June 28th - Jungle Tour: A bunch of tropical themed tracks (Cheep Cheep Lagoon, both Koopa Troopa Beaches, Dino Dino Jungle and Piranha Plant Cove) got increases alongside… the big GBA gap again. Given what we know, it is not impossible that this gap actually holds Lakeside Park. Sure would be fun if it turns out better than Riverside and 8DX passed over it…
July 12th - Summer Tour: With our new knowledge of how the Athens Tour turned out, seeing New York, Vancouver, Sydney and Singapore get ID upgrades alongside the gap between Paris and Singapore sure does seem to spell out Rio.
July 26th - Wild West Tour (?): This one seems to have a weird mix of desert tracks and Daisy tracks, and potentially either mobbr or mobdk? It’s a weird mix and nobody is really sure to make of it. That also goes for the next Tour afterwards:
August 9th - Sundae Tour (?): This one will see the return of Sky High Sundae, and a bunch of snow / ice themed tracks; but there’s no real indication of a new track to go alongside them. Current speculation would be RMX Vanilla Lake 2, as it would be the last listed RMX course and as such would have no visible gap.

Think it’s a good time to catch everyone up to speed on what the ID updates indicate for the upcoming slate of Tours. Last time the major miss was assuming the Metropolitan and Athens Tours would be separate; instead the Spring Tour was both (existing European cities + Athens 1 and 2; all city tracks). Keep that in mind just in case some of the assumptions here aren’t fruitful.
If anyone is still lost on what these IDs are; they correspond to image files for each course. Existing courses get ID increases when they return too, since they’ll have new preview images with different top shelf drivers. Combining old track increases with new track increases occurring at the same time, we can approximately guess the theme of the Tour. They’ve been preparing Tours earlier ahead of time than in the past recently, and have mostly been recycling Tour names / themes since last year, which is what makes this a little easier to guess at.
- May 3rd - Bowser Tour: All existing Bowser related courses (GBA BC 1-3, 3DS BC, Neo Bowser City, Airship Fortress) got ID updates at the same time as the SNES BC and GBA BC 4 gaps. With this and the announced Koopaling Mii Suits it is very safe to lock this one in as happening.
- May 17th - Piranha Plant Tour (?): The theme is a bit of shot in the dark (the first Piranha Plant Tour was Piranha Plant Pipeway’s debut) but what can be seen at least is that Waluigi Stadium and Piranha Plant Cove 3 received ID updates at the same time. The returning courses don’t seem particularly related to the theme (some SNES and Wii courses, and Luigi’s Mansion), but that’s never been a requirement.
- May 31st - Wedding / Peach Vs Daisy Tour (?): Some existing Peach tracks (Royal Raceway and Peach Gardens) received ID increases alongside the Daisy Circuit gap and the massive GBA gap. This gap is speculated to hold at least three tracks, and the only one we know of for certain is Luigi Circuit; meaning that Peach Circuit could be on the table here.

One prominent dataminer on the Tour Discords figured out how to access assests for new Tours over a week beforehand, and confirmed the next Tour (likely labeled Mii Tour) will feature Mushroom Bridge and Piranha Plant Cove 3 (the ID speculation remaining true, just guessing the wrong GC track before).

If it’s also coming to the BCP, I could see Nintendo pushing it into Wave 5 and moving either Sunset Wilds or Bowser’s Castle 3 to Wave 6. The latter would make a lot of sense if they don’t have any other Bowser tracks planned.

Uhh, this might be our first sign that the Booster Course Pass will continue after Wave 6. GCN Rainbow Road was datamined for Tour and it has an asset that indicates that anti-gravity will be part of the track.

The thing is that I don't particularly think that Tour is just a game made for porting a bunch of tracks to Mario Kart 8 Deluxe. It's its own game with its own merits (and detriments, sure) and it deserves its own tracks.That's a lot of new tracks that won't be making their way to the BCP.
